Duterte keypoints addresses the nation

LIVE | Pres. Duterte addresses the nation

HIGHLIGHTS:

Duterte: Tomorrow or the day after, after I shall have talked to the businessmen, then we can decide whether or not we can still modify the modified lockdown we have imposed.

Duque: IATF has recommended placing Cebu City under “strictest” ECQ.

Briones: We already have already 10.6 million enrolling online with their parents because we are not allowing any physical enrollment. Ang highest is Region 4-A.

Briones says LGUs are now supporting the learning continuity program of DepEd.

Briones: With the approval and the consent of DILG secretary [Año], we met with ten associations or leagues of local governments in the Philippines.

Briones: Since May, April, we have started our road map. We have to select or identify a date.

Briones: We can't keep the people hanging. Several months ago, we consulted nearly 800,000 respondents as to what is the appropriate date. And August consistently came out.

Briones: Kung ‘di puwede sa online, kung puwede sa cellphone. There are 179 million more cellphones than humans in the country.

Briones: The other is the use of television, right now there are many programs already on television because the law requires that 15% of airtime on television should be devoted for children, sisingilin natin ito.

Briones: Pero kung talagang walang-wala na talaga, wala nang internet, walang cellphone, walang TV, walang radio, ayun talagang sinasabi nating IBM: it’s better manual.

Briones: We are producing also learning modules but the children should not be going out to get their learning modules. We are going to work very closely with the local government units.

Briones: ’Yung mga barangay sa kanilang office, doon ide-deposit ‘yung learning modules, pipick-up-in ng parents, kasi we usually allow one member of the family to go out.

Briones: And then in the afternoon, ang homework nila, ang teachers naman. So it will be a relay of materials kung talagang hanging manual lang ang makayanan ng isang local government, o isang school.

Briones: What we are suggesting is not really new, it has been there since the 1800s, like the radio. What is new is that the emphasis that we are placing on these alternative technologies.

Briones: We agree with you that we should not be allowing children to go to school or our teachers to go at this time until it is absolutely safe, but they can continue learning.

Briones: The financing part, this is where we’d really be seeking your support, in matters where we need equipment.

Briones said they are negotiating with telcos to organize DepEd’s “blended learning” for online classes, saying that these players will roll-out free usage of their facilities.

Briones: The regional directors are also negotiating with the local radio stations so that we can reduce the costs.

Briones: Ang appeal namin, is to allow us to continue our preparations based on the road map because ang target namin ay August 24.

Briones: The future cannot wait, and we do not want our children to be left behind.

Duterte: As announced, school will open on August 24. But there will be no face-to-face sessions until there is no vaccine.

Duterte: Ang radyo is hindi naman mahal. Kung magtagal ito talaga, sayang ang panahon, we might buy the radio at 300. Maibibigay sa lahat ng barangay para yung mga mahirap may communication sila sa mga teacher nila.

Duterte: Wala na tayong pera ngayon. I will look for money to buy transistor radios.

Duterte on budget for radios: We will try to come up with something in the next few days. Maybe before the end of the week, I would be able to look for the money.

Duterte: The battle in COVID is not yet over.

Duterte on COVID-19 cases in the country: I cannot say it is second wave because it is increasing sa mga affected tapos namatay ay sa 1,000.

Duterte: Hindi ko kayo mapigilan na lumabas. Hindi ko kayo mahuli lahat.

Duterte: Do not forget that we warned you about the grave consequences.

Duterte: Ngayon kung lumabas kayo and you run the risk of getting infected, huwag niyo kaming sisihin.

Duterte: Bear in mind that you have a part in the collective effort to prevail against the pandemic.
